**In short:** A Kazakh and Russian QR menu on User-QR gives every dish a name and description in both languages, plus English for tourists, and guests switch with one tap. It meets Article 21 of the Law “On Languages” without a separate print run, and translations are edited in seconds. Starter is 150 000 ₸ per year, Pro 180 000 ₸, with 14 days of Pro free.

A QR menu in Kazakh and Russian is a digital menu where every dish carries a name and description in the state language and in Russian, plus English as a third layer for tourists. Guests switch languages with one tap, and the venue meets Article 21 of Kazakhstan's Law «On Languages» without printing a second paper run: in User-QR one QR code opens every language version.

## Benefits

- **One QR, three languages.** Kazakh, Russian and English behind one code: guests pick the language themselves when they scan and can switch it at any moment.
- **Compliant without a second print run.** The state-language menu in the same font as the Russian one, as Article 21 of the Language Law requires. Translations are added in the admin panel, not at the print shop.
- **Translations you can see.** Name, description and ingredients are filled in separately per language. The admin catalogue shows the localised name under the main one, so an untranslated name stands out immediately.
- **Import from Excel.** If the translation already lives in a spreadsheet, upload every item in one file instead of typing hundreds of rows, then fix individual dishes as needed.

## How a bilingual menu works in User-QR

Every item in User-QR has three sets of fields: Kazakh, Russian and English. Not only dish names are translated but also descriptions, ingredients, category and kitchen names, and option groups such as «size», «milk» or «doneness». The guest sees the whole menu in the chosen language rather than a mix of translated headings and Russian descriptions.

The language switches with a button in the menu header. By default, after scanning the guest first picks Kazakh, Russian or English; if you turn the language choice off in settings, the menu opens in the language set in the QR code and can be switched with the same button. One QR code serves every language: on tables, in Instagram and on takeaway packaging.

Prices, photos and availability are shared across languages: raise a price once and it changes in the Kazakh, Russian and English versions at the same moment. The stop list is shared too, so a dish disappears everywhere at once.

## What the Language Law requires

Article 21 of the Law of the Republic of Kazakhstan «On Languages» covers visual information, and menus and price lists fall within it: they are presented in the state language and, where necessary, in Russian and other languages, in a font of the same size. The translation must be authentic, that is, convey the meaning without distortion.

In practice this means a Kazakh version for every item, not just for section headings, and no smaller type for the Kazakh text than for the Russian. On paper that doubles the page count; in a QR menu the languages sit side by side and the data structure itself satisfies the requirement.

- Dish and drink names in Kazakh and Russian for every item.
- Descriptions and ingredients in both languages: guests must understand allergens in their own language.
- Categories, kitchens and option groups translated, otherwise the menu looks half done.
- The same font and layout for both languages, which a QR menu does automatically.
- English is optional: the law does not require it, but tourists and foreign guests expect it.

## How to translate a menu into Kazakh: a practical sequence

Translating a menu of 60–120 items with descriptions usually takes a translator one or two days; loading it into User-QR takes about an hour. The sequence:

1. **Export the list of items.** Collect names, descriptions and ingredients in a spreadsheet: three columns for languages, one row per dish. The translator sees the whole menu and you see what is still empty.
2. **Translate with a native speaker.** Names that have become proper nouns, such as beshbarmak, latte or tom yum, are transliterated rather than translated. Descriptions and ingredients are translated for meaning, not word by word.
3. **Check numbers and units.** Weights, volumes, calories and allergens must match across languages. A wrong number is more dangerous than a wrong word.
4. **Load it into User-QR.** One Excel file with all three languages at once, or field by field in the admin panel. A category name is translated once for all its dishes, and a ready option group with its translations can be copied from another dish.
5. **Check it on a phone.** Scan the QR, switch to Kazakh and walk through every category. Gaps are obvious on screen and easier to close before the table stickers are printed.

## Three languages: English for tourists

The English version is a third layer the law does not require. For venues in tourist districts, near stations and airports or in business centres it removes the «what is this?» questions and speeds up ordering: guests read the description themselves instead of quizzing the waiter. In User-QR names are filled in all three languages, while English descriptions can stay empty and be added later, once foreign guests start arriving.

## Paper bilingual menu versus QR menu

A bilingual paper menu means either twice the pages or small type, and the law specifically forbids shrinking the state-language text. Every price change means reprinting both versions, and a seasonal dish means a paste-in for both copies.

In a QR menu the languages sit side by side in one record: an edit takes seconds and lands in every version at once. A paper copy in Kazakh and Russian can stay for guests without a smartphone; it stops being the primary medium and no longer needs a monthly print run.

## Pricing

Every User-QR plan includes all three languages, with no surcharge for Kazakh or English. Starter is 150 000 ₸ per year: up to 100 items, 10 tables, three languages, ordering from the table, analytics. Pro is 180 000 ₸ per year: unlimited items, up to 100 tables, WhatsApp delivery and takeaway, a Taplink page. The first 14 days of Pro are free with no card; payment is via Kaspi.

## Menus and the language law

Under Article 21 of Kazakhstan's Law «On Languages», menus and price lists are presented in the state language and, where necessary, in Russian and other languages, in the same font. In User-QR this is built into the menu structure: every item has a Kazakh, Russian and English version, and guests see them in one font and one layout. A detailed walkthrough of the article and enforcement practice is in our Language Law post.

## FAQ

### Is a menu in Kazakh mandatory in Kazakhstan?

Yes. Article 21 of the Law «On Languages» requires menus and price lists in the state language; Russian and other languages are added where necessary, in the same font. A QR menu is the cheapest way to comply: the translation is added once in the admin panel and never needs reprinting when a price changes.

### Can the menu be in Kazakh and Russian only, without English?

Not entirely. In User-QR dish, category and kitchen names are required in all three languages, and the menu switcher always shows Kazakh, Russian and English. Descriptions are optional: English ones can be added later when tourists or foreign guests appear, and the QR code stays the same.

### QR menu, digital menu, e-menu: what is the right term, and what is it in Kazakh and Russian?

They all mean the same thing. The standard term is QR menu (QR stands for Quick Response); in Russian people also write «кюар меню», «куар меню» or «qr код меню», and in Kazakh it is QR-мәзір, often typed without diacritics as «qr мазир» or «казакша меню». Whatever the name, it is a menu the guest opens by scanning a QR code, and User-QR opens it in Kazakh, Russian and English.

### What does the guest see if a dish has no Kazakh translation yet?

A Kazakh name is never empty: in the admin panel it is required, just like the Russian and English ones. When a menu is moved from another service or from Poster, though, a missing translation is filled with the text that exists, usually Russian, so such a dish stays in Russian in the Kazakh version until you translate it; an empty Kazakh description is replaced by the English one if there is one. It is the Kazakh text that satisfies the law, and the admin catalogue shows the localised name under the main one, so gaps are visible as you scroll.

### Does User-QR translate the menu automatically?

No, there is no automatic translation in User-QR, and that is deliberate: machine translation of dish names often distorts the meaning, and the law requires an authentic translation. Translate with a native speaker or a translator and upload the finished text, either field by field in the admin panel or as one Excel file with all three languages.

### How much does a QR menu in Kazakh and Russian cost?

The same as any menu in User-QR: languages are included in every plan. Starter is 150 000 ₸ per year (up to 100 items, 10 tables, table ordering); Pro is 180 000 ₸ per year (unlimited items, up to 100 tables, WhatsApp delivery, a Taplink page). The first 14 days of Pro are free, no card required.
